Cylindropuntia fulgida can be found at elevations between 300-1,000 m (980 to 3,280 ft). While it is commonly known as "jumping cholla", this term can refer to any type of cholla. This species of cholla displays an arborescent growth pattern, featuring a single low-branching trunk. It can reach heights up to 4 m (13 ft) and the drooping branches are adorned with chained fruit. The light green stems are covered in tubercles, small wart-like projections measuring 6-9 millimetres (1/4 to 1/3 in). When grouped together, these plants create stunning forests that can span across many hectares.

Leaves are reduced to spines, with 6-12 growing from each areole. Young branches have 2-3 cm silvery-yellow spines that turn gray with age, forming a dense layer over the stems. Older branches have fewer or shorter spines that reveal brown-black bark as they fall off. The bark becomes rough and scaly over time. The flowers, white and pink with lavender streaks, are about 2.5 cm wide and bloom at the joint tips in mid-summer. Naturalists/writers Henry and Rebecca Northen note that the C. fulgida's flowers open precisely at 3:00 p.m. solar time, making it a reliable timekeeper.

The stems of this cholla detach easily, often leaving a trail of cholla balls and budding plants where they have taken root.
